This is a fantastic article about creating Facebook lookalike audiences. Lookalike audiences are those that you ask Facebook to create based on an audience you already have. They use all of their data to find people that are similar to the people already on your source audience. In theory those lookalikes should “behave-alike”, meaning if your source list is people who joined your email list, the lookalike audience is more likely to join your list than a random list of everyone.
